Karl,
They are not all bad. There are many who read and know the Highway code inside out.
Sadly there are some who bring the code book and stick it to the steering wheel and then stop dead in a T-Junction to read it.
Any bad error can ruin their holiday and cause many questions about who pays costs etc.
